WANTED--Proposals from Appraisers in LA & AR

Request for Appraisal Services Proposal

 

Cityside Management is currently accepting proposals from FHA appraisers in Louisiana and Arkansas to provide professional services consisting of HUD REO single family appraisals.  Although HUD owned homes are mostly single units, the single family category as defined by HUD includes one to four unit properties and an occasion vacant lot. Cityside must cover all Counties and Parishes. Appraisers with far reaching capabilities will have an advantage in the process. There are currently 21 appraisers covering all areas of the two states. Cityside does not anticipate increasing this number. Awards will be made on a best value basis to appraisers found to be technically qualified offering adequate capacity and geographic coverage and the best price. Cityside reserves the right to further negotiate price, terms, or geographic areas after submission of proposals. The deadline for submission and receipt of proposals is 5:00 PM on September 18, 2008

 

Attached is a recap of appraisals ordered during the last 12 months. This chart is intended to provide information only and is not a guarantee of what may be ordered in the future. If interested, submit your proposal to Cityside Management by email to Lhotard@citysidecorp.com or in a sealed envelope marked “Appraisal Bid” at 301 Market St, Suite B, Hammond, LA 70401 no later than 5:00 PM on September 18, 2008. Proposals should include the coverage areas, the fixed price per appraisal, a copy of your current license, verification of your inclusion on the FHA Appraisal Roster, and a brief resume including references. 

 

Upon issuance of a work order, each appraisal must be delivered electronically to Cityside’s web site by the appraiser within 8 days of the appraisal order. Appraisers will be required to provide proof of insurance and a copy of their current license from time to time. Each appraisal shall include but may not be limited to the following:

 

  1. One of the following forms

 

    1. URAR Form 1004
    2. Manufactured Home Form 1004C
    3. Condominium Unit Form 1073
    4. Small Residential Income Property Appraisal (2 – 4 units) Form 1025

 

  1. Environment Compliance Record
  2. Subject Photos as instructed
  3. Comparable Photos
  4. Location Map
  5. Site plan sketch with dimensioned improvements
  6. Addendum referencing the provided Property Condition Report (PCR) identifying needed MPR repairs and an FHA insurability statement    

 

If errors, omissions of other deficiencies are identified by Cityside’s appraisal review team, corrections shall be made at no additional cost.  In the event the appraiser encounters a rare access problem, no additional trip charge will be paid. Appraisals are to be completed without the benefit of utilities. Appraisers will be provided individual property condition reports identifying the condition of the systems.

 

There is no guarantee of quantity or territory and Cityside, at its sole discretion, may choose to terminate this agreement at any time by providing written notice to appraiser.

The clauses of the Federal Acquisition Regulation (FAR) set forth below are hereby incorporated by reference in this Contract.
